The Dominican government, through the Technical Executive Unit for State Land Titling (UTECT) and Bienes Nacionales, has launched the first technical, social, and legal titling phase in the Los Ríos and El Galá sectors, in the National District. This initiative aims to deliver 1,300 title certificates, directly benefiting 5,200 occupants of homes and lots in parcel 110-REF-780 of Cadastral District No. 04, Santo Domingo province.
Presidential commitment and legal process
Duarte Méndez Peña, executive director of UTECT, explained that the program responds to the directive of President Luis Abinader, who prioritizes regularizing state properties that have been irregularly occupied for years. The process strictly adheres to the law, following exhaustive cadastral and legal investigations that ensure the validity of the titles. “Being here today is answering the call to enable you, as community members of Los Ríos and El Galá, to finally become part of the Titling Revolution,” Méndez Peña said during the launch at the Los Próceres neighborhood field.
Operational details in Los Ríos and El Galá
Residents must cooperate by providing data during parcel surveys, social censuses, and signature collection. The service is completely free, with identified brigades working from morning to afternoon. Emilio Antonio Jones Méndez, the appointed surveyor, will coordinate logistics. Nearby communities such as La Yoguita and Constelación are also progressing in investigations to expand the reach.
Reactions and historical context
Rolfi Rojas, president of the Presidential Commission for Neighborhood Development Support, hailed the announcement as a “great joy” for Los Ríos and El Galá. He highlighted that in five years more titles have been issued than in the entire Dominican history, a milestone in urban tenure regularization. In the country, similar programs have delivered thousands of titles since 2020, reducing informality in marginal neighborhoods and encouraging investment, according to official UTECT data. Rafael Burgos Gómez, from Bienes Nacionales, supported the inclusion of these sectors in the national regularization. Roberto Reyes, on behalf of the community members, thanked the achievement for the families.
