SMES: Decree prioritizes public purchases for national companies

The Dominican Confederation of the Micro, Small and Medium-Sized Enterprise (CODOPYME) positively values the Decree No. 672-26, issued by the Executive Power, which establishes mechanisms to strengthen the participation of industrial SMES of national production in public procurements. The president of CODOPYME, Fernando Pinales, highlighted that this measure represents an advance in the use of public purchases as a productive development instrument and job generation.

The decree orders that procurements destined for poverty alleviation programs, food, clothing, and school supplies, health and protection of vulnerable sectors be directed exclusively to micro, small and medium-sized industries. This includes specific purchases by institutions such as Supérate, DASAC, INABIE, the National Police and the Ministry of Defense, among others.

Procurement planning and supplier registration

The decree orders to gather information on the goods and services produced by SMES registered in the State Suppliers Registry and to modernize the Industrial Registry. According to CODOPYME, these data will allow for better procurement planning and the incorporation of new national companies as suppliers.

Implementation and challenges

The decree establishes requirements for manufacturing SMES, such as having the Industrial Registry issued by PROINDUSTRIA and the MIPYME Certification from the Ministry of Industry, Commerce and SMES. The guild requested avoiding unnecessary requirements and segmenting procedures according to the capacity of the companies.

Fernando Pinales pointed out that the success of the measure should not be measured solely by the number of state purchases to SMES, but also by the number of new companies that become suppliers, the jobs generated, and the increase in national production.

Interinstitutional Coordination Table

The decree creates an Interinstitutional Coordination Table between the MICM and the General Directorate of Public Procurements to coordinate the implementation of the measure. This table will update information on national offer, identify strategic sectors, and develop training.

CODOPYME thanked the President of the Republic, Luis Abinader, for the support of his administration to the sector of micro, small and medium-sized enterprises. The Confederation highlighted that the decree converts public purchases into a tool to strengthen national production and expand the participation of industrial SMES in the economy.
