In the program Debate RD, aired on September 27, journalist Ramón Tolentino directed his criticism at the president of the National Commission of Human Rights, Manuel María Mercedes, regarding the management of public safety and police action against crimes. Tolentino emphasized the need to consider recidivism in judicial records and noted that authorities must pay attention to cases of individuals with multiple files.

Controversial speech on recidivism

During his intervention, Tolentino referred to a number “29” that he used at several points in the speech, referring to situations where a person sought by authorities was detained or handed over. Although the journalist did not present concrete data or names of those involved, he highlighted that the accumulation of judicial records is an indicator of the justice system’s lack of effectiveness in curbing violence.

Mercedes’ position on public safety

The president of the National Commission of Human Rights, Mercedes, maintained his stance on the procedures of security institutions, arguing that the protection of human rights must accompany police actions. Tolentino, however, argued that security analysis must also include the people affected by the actions of those who engage in illicit activities.

Comparison between lawyer and human rights organization

In the debate, the journalist made a distinction between the legal representative who acts on behalf of an investigated person and the role of an organization dedicated to defending human rights. This point was highlighted as a critical difference in how recidivism cases and the protection of basic freedoms are addressed.

Response from the National Police

The director general of the National Police, Major General Ernesto Rodríguez García, was cited by Tolentino to contextualize institutional actions directed at individuals flagged for committing crimes. The journalist clarified that the statements do not reflect the official position of the Police or the judicial bodies.
